A Presidential Decree published in the July 21, 2025, Official Gazette decided to terminate the Turkey-Iraq Crude Oil Pipeline Agreements and related texts. The gazette also included university regulations and economic announcements.
Ankara – The Official Gazette, the official publication of the Republic of Turkey, drew attention with the decisions and regulations it published in its July 21, 2025 issue. In particular, a Presidential Decree concerning the termination of the crude oil pipeline agreements between Turkey and Iraq stood out as the most strategic item on the agenda.
Presidential Decree No. 10113, published in today's Official Gazette, marks a significant turning point in Turkey's foreign policy and energy strategies. According to the decree, a decision was made to terminate the Turkey-Iraq Crude Oil Pipeline Agreement, which has been in force since 1973, along with all related protocols and supplementary agreements, effective July 27, 2026. This decision means the end of the legal framework for energy cooperation that has existed between the two countries for more than half a century. It is stated that this situation could have far-reaching effects on the energy balance of the region and the relations between the two countries.
The Regulations Section of the Official Gazette contained important regulations concerning two universities. Regulations on amendments to the Balıkesir University Women's Studies Application and Research Center Regulation and the Eskişehir Osmangazi University Postgraduate Education and Training Regulation were published. These regulations indicate that updates have been made to the academic and administrative structures of the relevant universities.
