Important Decisions in the Official Gazette: Right to Part-Time Work in Public Sector and Urgent Expropriations Take Effect

The Official Gazette dated July 18, 2025, introduced the right to part-time work for civil servants who are new parents, along with new technology development zones and urgent expropriation decisions.

Important Decisions in the Official Gazette: Right to Part-Time Work in Public Sector and Urgent Expropriations Take Effect

Ankara – The decisions published in the Official Gazette No. 32959 on July 18, 2025, brought with them significant regulations in many areas, from social life to the economy, and from education to infrastructure projects. Among the decisions published with the signature of President Recep Tayyip Erdoğan, the most noteworthy was the right to part-time work for civil servants.

New Rights to Facilitate Family Life

With the newly published "Regulation on the Use of Part-Time Work Right for Civil Servants," a new era has begun for female civil servants who give birth, male civil servants whose wives give birth, and civil servants who adopt a child. The regulation, prepared based on Article 43 of the Civil Servants Law No. 657, makes it possible for civil servants to request to work part-time until their child starts primary school. This new right aims to support working parents in balancing their family and professional lives.

New Regulations Focused on Economy and Technology

The Official Gazette also announced important steps in the fields of technology and industry. Presidential Decrees regarding the establishment of the ODTÜ Space Technologies Technology Development Zone and the Sinop Technology Development Zone were published. These decisions reflect Turkey's goal of increasing its technological independence and R&D capacity. Additionally, the Decision on the Implementation of Tariff Quotas for the Import of Sunflower Seeds and Crude Sunflower Oil was among the important economic topics.

Acceleration in Infrastructure and Urban Renewal: Urgent Expropriations

The large number of published decisions showed that the government is accelerating major infrastructure and housing projects. Within the scope of the "250,000 Social Housing Project" launched nationwide, it was decided to urgently expropriate some properties in the provinces of Bolu, Uşak, and Trabzon by the Housing Development Administration (TOKİ) for the construction of social housing. Similarly, a decision was made for urgent expropriation for urban renewal in a risky area declared in Samsun, while urgent expropriation decisions were also published for energy production facilities such as HES and RES in many provinces, including Şırnak, Van, Bilecik, and Antalya.

Regulations Concerning Other Institutions

Other important regulatory changes in the Official Gazette concerned various institutions. Amendments were made to the regulation governing the processes for applying to a mediator and arbitrator in collective bargaining agreements, the Ministry of Youth and Sports' dormitory services regulation, and the Police Academy's admission and education regulation. These regulations contain improvements to the operations and service quality of the relevant institutions.
