The Official Gazette of July 5, 2025, published significant decisions including the establishment of a Parliamentary Research Commission for disabled individuals, amendments to Abdullah Gül University's undergraduate regulations, and EPDK decisions on fuel storage and transmission tariffs.
Ankara – The Official Gazette dated July 5, 2025, issue number 32947, published significant decisions, regulations, and various announcements from the legislative, executive, and administrative branches. Today's issue highlights the establishment of a new Parliamentary Research Commission aimed at empowering the participation of disabled individuals in social life, amendments to Abdullah Gül University's undergraduate education and examination regulations, and crucial decisions from the Energy Market Regulatory Authority (EPDK).
The Legislative Section of the Official Gazette features Parliament Decision No. 1457, which finalized the member selection for the "Parliamentary Research Commission Established to Strengthen the Participation of Disabled Individuals in Social Life, Identify the Problems They Face, and Produce Permanent Solutions to These Problems." The commission was formed in accordance with Articles 98 of the Constitution and Articles 104 and 105 of the Internal Regulations. İzmir Deputy Mehmet Muharrem Kasapoğlu (AK Party) was elected as the Commission Chairman, with Ankara Deputy Jülide Sarıeroğlu (AK Party) as Vice-Chairman, Erzurum Deputy Fatma Öncü (AK Party) as Spokesperson, and Bursa Deputy Fevzi Zırhlıoğlu (MHP) as Secretary. Other members of the commission include deputies from various parties such as Ramazan Kaşlı (MHP), Asuman Erdoğan (AK Party), Aylin Yaman (CHP), Semra Çağlar Gökalp (DEM Party), Ayşe Keşir (AK Party), Erol Keleş (AK Party), Bünyamin Bozgeyik (AK Party), Elvan Işık Gezmiş (CHP), Hikmet Yalım Halıcı (CHP), Elif Esen (YENİ YOL), Yücel Arzen Hacıoğulları (AK Party), Yüksel Taşkın (CHP), Ömer Faruk Gergerlioğlu (DEM Party), Latif Selvi (AK Party), Burhanettin Kocamazi (İYİ Party), Emre Çalışkan (AK Party), Mehmet Ali Cevheri (AK Party), and Ali Karaoba (CHP). This commission is expected to undertake significant work to improve the quality of life for individuals with disabilities.
A significant regulation in the Executive and Administrative Section is the "Regulation on Amending the Abdullah Gül University Undergraduate Education and Examination Regulation." This amendment introduces changes to various articles of the original regulation, which was published in the Official Gazette dated 21/12/2020 and numbered 31341. The new regulations stipulate:
"GPA" is defined as the semester grade point average, and "AGÜ İMYS" as Abdullah Gül University English Proficiency and Placement Exam.
The language of instruction in the university's undergraduate programs is designated as English. Students unable to certify their English proficiency will receive language education in a preparatory program. Additionally, undergraduate students who have taken a break of two years or more will be required to prove their English proficiency to re-enroll.
The concept of "courses not included in the average" (Not Included) has been redefined. These courses will count towards the student's course load but will not be included in the grade point average or credits.
Disciplinary procedures and examination rules have been revised, clarifying investigation processes in cases of suspected plagiarism or cheating. Students found guilty after a disciplinary investigation will receive a zero grade.
Official notifications to students will be made to their addresses in the student information system or to the e-mail addresses provided by the University, and these notifications will be considered as duly delivered.
Two important board decisions from the Energy Market Regulatory Authority (EPDK) were published in the Official Gazette:
Decision No: 13609 approved the amendment of the storage tariff for the Ministry of National Defense Fuel Supply and NATO POL Facilities Operating Department, under Storage License No. DEP/6912-1/37996, for the TF-6 Antalya Tank Farm Depot operating in Antalya. This tariff specifies pricing principles and procedures for storage services, as well as receiving and delivery ancillary services for general-use petroleum products such as crude oil, gasoline, kerosene, diesel, fuel oil, biodiesel, and special-use petroleum products like aviation fuel, marine diesel, and marine fuel.
Decision No: 13610 approved the amendment of the transmission tariff for the pipeline between the Ministry of National Defense Fuel Supply and NATO POL Facilities Operating Department's Storage Facility with License No. DEP/6912-1/37996 and Storage Facility with License No. DEP/12301-2/47187 in Antalya, under Transmission License No. PİL/8239-5/40810. This decision regulates the transmission service fees and conditions for aviation fuel types via the pipeline.
The announcement section of the Official Gazette included various tender and rental announcements from public institutions. These announcements feature a tender for the purchase of 1 XRF Device for the Gaziantep Laboratory Directorate of the General Directorate of State Supply Office, a property rental tender by the Arnavutköy Municipality in Istanbul, and corrections and announcements regarding the Service Procurement for Switchgear and Circuit Breaker ATEX Revision and Life Line Procurement tenders by the General Directorate of Turkish Coal Enterprises.
