Official Gazette's Agenda: From Preventing Unfair Competition in Imports to Critical Decisions on Sustainability Reporting

Ankara – In the July 16, 2025, issue (No: 32957) of the Official Gazette, Turkey's official publication organ, important decisions, decrees, and announcements from the executive and judicial branches were published. The decisions made by numerous institutions, including the Ministry of Trade, the Public Oversight Authority, the Constitutional Court, and the Supreme Court of Appeals, bring new regulations for the business and legal worlds.

EXECUTIVE AND ADMINISTRATIVE SECTION

Decrees: Foreign Trade and Surveillance Companies on the Agenda

Two important decrees published in today's Official Gazette drew attention. With the Decree on the Prevention of Unfair Competition in Imports (No: 2025/15), the Ministry of Trade announced that anti-dumping measures currently in force will continue. This decree stipulates that the measures aimed at protecting domestic producers will remain in effect until a final review investigation is completed.

The second decree was the Decree on the Temporary Suspension of the Activities of International Surveillance Companies (Product Safety and Inspection: 2025/34). The Ministry of Trade has temporarily suspended the activities of three international surveillance companies found to be in violation of regulations. This decision is considered an important step in maintaining discipline in product safety and inspection processes. The decision will take effect on July 31, 2025.

Board Decision: A New Framework for Sustainability Reporting

With the Decision of the Public Oversight, Accounting, and Auditing Standards Authority dated 25/06/2025, the Procedures and Principles for the Scope of Application of Turkey's Sustainability Reporting Standards (TSRS) were determined. This decision clarifies which companies will be subject to mandatory reporting in environmental, social, and governance (ESG) areas. The new regulation will ensure that companies' sustainability performance is transparently disclosed to the public in addition to their financial reporting.

JUDICIAL SECTION

Critical Decisions from the Constitutional Court

In the judicial section of the Official Gazette, the decisions of the Constitutional Court dated March 27, 2025, were published. The High Court reviewed the constitutionality of various articles of law. The published decisions include issues related to criminal procedure conciliation, concordat within the scope of enforcement and bankruptcy law, and articles concerning material and moral damages in divorce cases. In particular, the constitutional guarantee of material and moral damages in divorce cases was strengthened with one of the decisions.

Supreme Court Decisions and Various Announcements

Precedent-setting decisions from the 3rd, 9th, 10th, and 12th Civil Chambers of the Supreme Court of Appeals were also published. These decisions will serve as precedents in their respective fields of law. Lastly, the announcement section of the Official Gazette included judicial, auction, and tender announcements, while the daily foreign exchange rates and daily values of government domestic debt instruments determined by the Central Bank were also shared.
