Ankara, Turkey – The Official Gazette dated June 26, 2025, and numbered 32938, has announced numerous significant regulations and decisions, ranging from the executive and administrative sections to the judicial branch. Regulations and communiqués concerning the Ministry of Environment, Urbanization and Climate Change, Ministry of Culture and Tourism, Ministry of Agriculture and Forestry, and the Social Security Institution were highlighted, along with Constitutional Court decisions. Here are the details and innovations presented in today's issue of the Official Gazette.
Among the Regulations published in today's Official Gazette, environmental regulations and innovations aimed at the tourism sector particularly stood out.
Regulation Amending the Environmental Impact Assessment Regulation: These amendments, made by the Ministry of Environment, Urbanization and Climate Change, include updates to various articles of the original Regulation published in the Official Gazette dated 29/7/2022 and numbered 31907. Specifically, the definition of "public announcement" has been re-regulated to detail the processes for informing the public likely to be affected by the project. Accordingly, announcements regarding the EIA process will be made in writing at provincial directorates, district governorates, and mukhtars' offices; they will also be published on the Ministry's and provincial directorates' websites. In Annex-1 of the Regulation, articles such as wind power plants (15 turbines and above, and offshore), solar power plants with project areas of 25 hectares and above (excluding rooftop and facade systems), and electricity transmission lines of 154 kV and above, 50 km and longer, have been updated. Annex-2 includes regulations regarding projects for gasification/liquefaction of hard coal and bituminous substances of 50 tons/day and above, extraction/use of geothermal resources, and solar power plants of 7.5 hectares and above.
Regulation Amending the Regulation on the Allocation of Public Immovable Properties for Tourism Investments: With this regulation by the Ministry of Culture and Tourism, a new paragraph has been added to Article 12 of the existing Regulation published in the Official Gazette dated 21/7/2006 and numbered 26235. According to this addition, forest areas over which the Ministry has the right of disposal, located on the sea side of the coastline, may be included within allocation limits by granting a usage permit, provided they remain open for public use. This amendment is expected to boost tourism investments.
The communiqués section of the Official Gazette featured significant updates in food safety and social security:
Communiqué Amending the Turkish Food Codex Infant Formula and Follow-on Formula Communiqué (Communiqué No: 2019/14) (No: 2025/19): This communiqué, published by the Ministry of Agriculture and Forestry, updates the protein requirements for infant formulas and follow-on formulas. Specifically, "2.3.4. Requirements related to Group D protein" has been added to Annex-1 and Annex-2, detailing protein content (2.4 g/100 kcal to 2.8 g/100 kcal) and protein source (at least 70% protein, 100% sweet whey protein concentrate). Additionally, detailed provisions regarding protein processing procedures and essential/semi-essential amino acids have been included.
Communiqué Amending the Social Security Institution Health Implementation Communiqué: This communiqué, issued by the Presidency of the Social Security Institution, re-regulates the procedures to be invoiced in outpatient treatments at health service providers and the scoring of blood components. Furthermore, the List of Reimbursable Drugs (ANNEX-4/A) and the Overseas Drug Price List (ANNEX-4/C) have also been updated. Some articles in the communiqué will enter into force 20 business days after its publication, while changes in drug lists will take effect on the specified dates or on the date of publication.
Health Services Pricing Commission Decision: This decision, along with the relevant communiqué of the Social Security Institution, includes regulations on the pricing of health services.
