May 17, 2025 Official Gazette published! Establishment of a parliamentary inquiry commission for disabled individuals, approval of numerous international agreements, public appointments, and tenders including all critical details here. Turkey's current legal and administrative developments.
The Official Gazette of the Republic of Turkey, issue number 32903 dated May 17, 2025, has been published and entered into force. In today's issue, which contains current legal regulations, executive decisions, and various official announcements, important developments took place in the legislative, executive, and announcement sections. The establishment of a Parliamentary inquiry commission on the issues of disabled individuals, the approval of numerous international agreements, and the appointment decisions to public institutions are particularly noteworthy.
In the legislative section of the Official Gazette, an important decision of the Grand National Assembly of Turkey (TBMM) was published. Decision No. 1449 on the establishment of a Parliamentary Inquiry Commission with the aim of Strengthening the Participation of Disabled Individuals in Social Life, Identifying the Problems They Face, and Producing Permanent Solutions to These Problems was included. The commission, established in accordance with Articles 98 of the Constitution and Articles 104 and 105 of the Internal Regulations, will consist of 22 members and will serve for a period of 3 months starting from the date of election of the Chairman, Deputy Chairman, Spokesperson, and Clerk. It was decided that the Commission could also work outside of Ankara if necessary. This decision indicates that a parliamentary effort has been initiated to improve the quality of life of disabled individuals and take legal and administrative steps to remove the obstacles they face.
In the executive and administrative section of the Official Gazette, many decisions and administrative regulations made by the Presidency were published.
A series of Presidential Decisions (Decision Numbers: from 9821 to 9831) regarding the approval of international agreements signed by Turkey with various countries were included. Some of the approved agreements and the relevant countries/areas are as follows:
In addition, the Decision on Determining the Dates of Entry into Force of Certain Agreements (Decision No.: 9832) was also published. The approval and entry into force of these agreements show that new steps are being taken in Turkey's international relations and cooperation in various sectors.
Decisions Regarding Appointments Made by the Presidency (Decisions: from 2025/176 to 2025/188) were included in today's issue. With these decisions, high-level appointments were made to various public institutions and organizations.
The Regulation Amending the Military Canteen Regulation belonging to the Ministry of National Defense was published. With this amendment, various regulations regarding the operation of military canteens were updated. The Presidential Circular No. 2025/9 Regarding Financial Literacy Day was another important administrative text published. In addition, the Decision on the Establishment of Regional Administrative Courts and the Determination of Judicial Districts and the Establishment of the Tax Court was also published.
The announcement section of the Official Gazette was full of various announcements containing important information for the public and private sectors.
Numerous tender announcements for the procurement of goods, services, and construction works to be carried out by various public institutions such as the General Directorate of State Supply Office (DMO), Privatization Administration, Istanbul Metropolitan Municipality, Türkiye Şeker Fabrikaları A.Ş., Türkiye Taşkömürü Kurumu, and General Directorate of Agricultural Enterprises (TİGEM) were published. These announcements offer new business opportunities for the relevant sectors. The Istanbul Metropolitan Municipality's tender for the license of 150 taxi plates is particularly noteworthy.
The announcement section also included judicial announcements, announcements regarding the establishment and registration of various foundations, academic staff announcements (İhsan Doğramacı Bilkent University), laboratory permit cancellation and personnel prohibition decisions, decisions on prohibition from participating in tenders, and official announcements such as daily exchange rates and the values of government domestic debt instruments.
The Official Gazette dated May 17, 2025, reflects Turkey's current official functioning with its comprehensive content full of legislative body's work on an important social issue (disabled individuals), executive body's steps in foreign relations and decisions regarding public administration, and various announcements regarding economic and administrative life.
