ANKARA – The Official Gazette of the Republic of Turkey, the country's official source of information, published its issue dated June 21, 2025, with issue number 32933. Today's Official Gazette presented to the public a wide range of legal and administrative regulations, including Presidential decrees, Council of Ministers decisions, regulations, circulars, and communiqués. Particularly noteworthy are the new cadre establishments for the Ministry of Interior, the awarding of Istiklal Medals, and economic and social regulations in various fields.

Executive and Administrative Section: Important Decrees and Decisions

The "Executive and Administrative Section" of the Official Gazette contains the most prominent decisions of the day:

  • Establishment of Cadres for the Ministry of Interior: It was announced that new cadres have been established for the Ministry of Interior with Presidential Decree No. 185. This decree aims to strengthen the Ministry's personnel structure and increase its service capacity.
  • Amendment to Overseas Organization Structure: Presidential Decision No. 9982 amended the existing decision regarding the nature, area of duty, and missions of units forming the overseas organization of public institutions and organizations. This regulation aims to update Turkey's foreign representation structure and provide a more effective working environment.
  • Awarding of Istiklal Medal: Decision No. 9983, concerning the awarding of "Istiklal Medals" to the heirs of martyrs and veterans whose services during the War of Independence were determined, was published. This decision stands out as a major step in preserving the cherished memory of national struggle heroes and honoring their families.
  • New Unions for Stray Animals: Decisions (Nos. 9984, 9985, 9986) were made to establish new Unions in Sivas, Afyonkarahisar, and Kırıkkale provinces for the control, sheltering, supervision, and care of stray animals. These decisions increase social sensitivity regarding animal welfare and the responsibility of local governments in this area.
  • Forest Boundaries and Expropriations: Decision No. 9987, regarding the exclusion of certain areas in Balıkesir, Bitlis, Çankırı, Kahramanmaraş, Kastamonu, Kırşehir, Kütahya, Muğla, and Sinop provinces from forest boundaries, along with urgent expropriation decisions (Nos. 9988, 9989) for the Canikdere Walking Path Project in Trabzon and the Silvan Irrigation Project, also took their place in the Official Gazette. These decisions indicate steps towards accelerating regional development and infrastructure projects.
  • Privatization Decisions: Multiple decisions (Nos. 9990-10000) related to the Privatization Administration were published, updating the privatization processes of various public assets.

Appointment Decisions and New Regulations

Today's issue also includes numerous appointment decisions made by the Presidency, ranging from 2025/228 to 2025/238. These appointments to high-level positions in public institutions and organizations reflect changes in administrative cadres.

In the Regulations section: The amendment made to the Family and Youth Fund Regulation (Decision No. 10001) updates the fund's operations and introduces new regulations aimed at supporting youth and families. Additionally, regulations concerning the establishment and operation of "Abdallık Tradition and Neşet Ertaş Application and Research Center" and "Career Planning Application and Research Center" affiliated with Kırşehir Ahi Evran University were published, taking steps towards increasing the university's cultural and academic capacity.

Circulars and Economic Communiqués

Two important Circulars published in today's Official Gazette are also noteworthy: Circular No. 2025/10 on "Accessibility of Websites and Mobile Applications" aims to increase accessibility in digital services, while Circular No. 2025/11 on the "National Occupational Health and Safety Council" emphasizes strengthening coordination and policies in this field.

In the economic sphere: The Communiqué on the Implementation of the Decision on State Aid to Investments (No: 2025/1) and the Decision on Foreign Trade Capital Companies were published. Furthermore, amendments were made to the Central Bank's Communiqués on Deposit and Loan Interest Rates and Reserve Requirements (Nos: 2025/14 and 2025/15), putting current monetary policy practices into effect.

Announcement Section

As always, the announcement section of the Official Gazette included public information such as Judicial Announcements, Auction, Tender, and Bid Announcements, Miscellaneous Announcements, and the Daily Exchange Rates and Government Domestic Debt Securities Values determined by the Central Bank of the Republic of Turkey.
