Turkish Health Union's Request Granted: Solution for Grievances in Inter-Institutional Temporary Assignments

Legislative Decision by the Turkish Grand National Assembly

Following discussions in the Parliamentary Plan and Budget Committee, a new regulation was adopted to protect the personnel rights of public employees assigned to different institutions and to address their grievances. Türk Sağlık-Sen expects the regulation to be approved in the Turkish Grand National Assembly (TBMM) without any issues.

Constitutional Court’s Ruling and Union’s Efforts

The Constitutional Court had announced its decision to end inter-institutional temporary assignments, which was scheduled to come into effect on June 4, 2025. In response, Türk Sağlık-Sen submitted an appeal to the Presidency’s Directorate of Personnel and Principles on March 3.

Details of the Approved Regulation

In response to the union’s request, the TBMM Plan and Budget Committee approved a regulation aimed at resolving the grievances. The new provisions include:

📌 Public employees may be temporarily assigned to another institution for up to one year with the approval of their current institution.
📌 This period can be extended in one-year increments.
📌 Temporarily assigned personnel will continue to receive their financial and social rights from their original institution.
📌 Promotion and retirement calculations will not be affected, and existing rights will be preserved.
📌 For assignments longer than six months, employee consent will be required.

Union’s Next Steps

This regulation is expected to pass the Turkish Grand National Assembly and become law, ensuring job security for temporarily assigned public employees. Türk Sağlık-Sen has stated that it will continue closely monitoring the legislative process to ensure its successful implementation.
