Official Gazette of June 12, 2025 Published: Construction Inspection and MASAK Communiqués Stand Out

ANKARA – The Official Gazette of the Republic of Turkey, dated June 12, 2025, and numbered 32924, has been published and entered into force. The Official Gazette, which daily informs the public with new legal regulations, administrative decisions, and announcements, prominently featured significant communiqués and regulations published by the Ministry of Environment, Urbanization and Climate Change and the Financial Crimes Investigation Board (MASAK) in today's issue.

NEW REGULATIONS IN THE EXECUTIVE AND ADMINISTRATIVE SECTION

Under the "Executive and Administrative Section" of the Official Gazette, important changes directly affecting public administration and sectoral activities were included:

• Amendment to the Construction Inspection Application Regulation: This amendment to the regulation, published by the Ministry of Environment, Urbanization and Climate Change, updates some procedural rules and principles in construction inspection processes. It is stated to include new regulations regarding guarantee letters and limitations on the workload of construction inspection firms. This amendment aims to make construction inspection activities in the sector more effective.

• Communiqué Amendments Regarding the Supervision of Construction Inspection Firms: Also by the Ministry of Environment, Urbanization and Climate Change, an amendment was made to the communiqué on the procedures and principles for supervising the activities of construction inspection firms, applying administrative sanctions, and collecting administrative fines. Furthermore, an update was observed in the procedures and principles for the electronic determination of construction inspection firms that will sign service contracts with property owners. These amendments aim to strengthen transparency and inspection mechanisms in the sector.

• Amendment to MASAK General Communiqué (No: 28): General Communiqué No: 28, which amends MASAK (Financial Crimes Investigation Board) General Communiqué No: 19, was also included in today's issue. This communiqué contains new regulations and updates that obligees must observe within the scope of combating financial crimes. Significant steps are presumed to have been taken, especially in the fight against money laundering and the financing of terrorism.

JUDICIAL SECTION: CONSTITUTIONAL COURT DECISIONS

In the "Judicial Section" of the Official Gazette, Constitutional Court decisions were featured. For example, a Constitutional Court decision dated 9/1/2025 and numbered 202... (Number: 2025/xxx) is included. Such decisions by the high court hold great importance for the rule of law and fundamental rights and freedoms.
