Turkey's Minimum Wage talks for 2026 officially begin in December. The Commission, including government, TÜRK-İŞ, and TİSK, will set the new salary affecting 7 million by Dec 31.
The negotiation process for the 2026 minimum wage, eagerly awaited by millions of workers, is officially set to begin. The Minimum Wage Determination Commission, consisting of government, worker, and employer representatives, will start critical discussions in December. The new wage is planned to be announced by December 31, 2025, at the latest, and take effect on January 1, 2026. This decision directly concerns approximately 7 million employees and will indirectly impact the entire economic balance.
The Minimum Wage Determination Commission, which will convene under the host of the Ministry of Labour and Social Security, will consist of 15 members in total. Each of the three parties—the government, workers, and employers—will be represented by 5 delegates.
Worker Side: The worker representation will traditionally be undertaken by Türk-İş (Turkish Confederation of Labour).
Employer Side: The employer side will be represented by the TİSK (Turkish Confederation of Employer Associations).
Government Side: Officials from the Ministry of Labour and Social Security will participate.
The Commission's first meeting is expected to take place at the Ministry of Labour and Social Security. Decisions reached after the negotiations will be determined by a majority vote.
In the process of determining the minimum wage, not only the living conditions of the employees but also macroeconomic data will be put on the table. The key indicators the Commission members will take into account are as follows:
Inflation Data: Current inflation figures announced by the Turkish Statistical Institute (TÜİK) and the Central Bank's year-end inflation expectations will play a crucial role in determining the rate of the raise.
Economic Indicators: The general state of the country's economy, growth rates, and the competitive power of sectors will be evaluated.
Cost of Living: The minimum living requirements for a family of four and a single employee will be examined in light of the cost of living reports from trade unions and other relevant organizations.
Productivity and Labour Costs: The demands of the employer side to maintain competitiveness and sustain employment will also be included in the evaluation process.
The minimum wage increase does not only directly affect the salaries of 7 million employees but also forms the base for many different items, ranging from social security to administrative fines. Important items that the new determined wage will influence include:
Severance Pay Ceiling and Floor: The minimum wage sets the floor for the lowest severance pay.
Unemployment Benefit: The lower and upper limits of unemployment benefits are calculated based on the minimum wage.
General Health Insurance (GSS) Premiums
Military and Birth Debt/Service Buyback Costs
Disability Pensions and 65 Years Old Allowances
Intern Wages
Administrative Fines
With negotiations scheduled to start in December, the Commission is expected to work quickly. The new minimum wage is planned to be announced to the public by December 31, 2025, at the latest, and officially come into force as of January 1, 2026. All eyes are now focused on the date when this critical decision, which will directly impact the purchasing power of millions, will be announced.
