ANKARA - The Official Gazette of the Republic of Turkey, with issue number 32984 dated August 12, 2025, contains a wide range of decisions, from new regulations in the judicial organization to significant administrative appointments. The appointment decision from the Presidency and the comprehensive decisions of the General Assembly of the Council of Judges and Prosecutors (HSK) in the Executive and Administrative Division are particularly noteworthy.

New Appointments in the Gendarmerie General Command With the decision numbered 2025/316 published by the Presidency, new assignments were made for generals and colonels of the Gendarmerie General Command. According to this decision, Major General Ali Doğan was assigned to the Gendarmerie General Command, while Major General Cengiz Yıldız was appointed from the Balıkesir Provincial Gendarmerie Command to the Ankara Provincial Gendarmerie Command. Ankara Provincial Gendarmerie Commander Major General Recep Yalçınkaya was appointed as the President of the Gendarmerie and Coast Guard Academy. Furthermore, Gendarmerie Senior Colonel Murat Özer was appointed to the Balıkesir Provincial Gendarmerie Command.

Extensive Regulations from the HSK for the Judicial Organization The General Assembly of the Council of Judges and Prosecutors, with its decisions dated August 6, 2025, has introduced a series of new regulations in the judicial organization. Among these decisions, the determination of the judicial jurisdictions of newly established administrative, high criminal, enforcement, family, commercial, consumer, labor, and intellectual and industrial property rights courts stands out.

• Administrative Courts and Judicial Jurisdictions: The regional grades of the administrative courts in Bartın, Düzce, Burdur, Karabük, Niğde, Şırnak, Tunceli, Yalova, Bitlis, Hakkari, Nevşehir, Kırşehir, Sinop, Amasya, and Gümüşhane were redefined. Additionally, with the activation of the newly established Antalya, Diyarbakır, and Kayseri Regional Administrative Courts, the judicial jurisdictions of the Ankara, Konya, Gaziantep, and Erzurum Regional Administrative Courts were also reorganized.

• High Criminal and Other Courts: New high criminal courts were established in the districts of Beyşehir, Biga, Bismil, Erbaa, Gemlik, Kahta, Lüleburgaz, Menemen, Merzifon, and Mustafakemalpaşa, and their judicial jurisdictions were determined. Similarly, the judicial jurisdictions of the Juvenile High Criminal Courts in Mersin and Şanlıurfa were also defined.

• Enforcement and Family Courts: Upon the proposal of the Ministry of Justice, the judicial jurisdictions of the newly established enforcement judgeships and new Family Courts in a total of 28 districts, including Akşehir, Akyazı, Aliağa, and Anamur, were defined.

• Civil Commercial and Consumer Courts: The judicial jurisdictions of the Küçükçekmece Civil Commercial Court and the Birecik and Küçükçekmece Consumer Courts were determined, and they were decided to become operational.

• Labor and Intellectual and Industrial Property Rights Courts: New Labor Courts were established in Bozüyük, Cizre, Ereğli (Konya), Fatsa, and Kozan, while the judicial jurisdictions of the Intellectual and Industrial Property Rights Civil Courts in Antalya and Bursa provinces were also determined.

New Regulations and Communiqués In addition to administrative regulations, the Official Gazette also included regulations and communiqués from various ministries.

• Vehicles Regulation: The Ministry of Industry and Technology introduced special provisions for agricultural trailers and interchangeable towed equipment by amending the "Regulation on the Manufacturing, Modification, and Assembly of Vehicles."

• Tender Regulation: With the regulation published by the Public Procurement Authority, tenders for the purchase of vehicles to be used in urban rail systems and railway lines by the Ministry of Transport and Infrastructure were also added to the "Implementation Regulation for Goods Procurement Tenders."

• Education Support Communiqués: The Ministry of National Education and the Ministry of Treasury and Finance published important communiqués for the 2025-2026 academic year. It was decided to provide educational support to students studying in private schools in the earthquake-affected provinces of Adıyaman, Hatay, Kahramanmaraş, and Malatya, as well as the İslahiye and Nurdağı districts of Gaziantep. Additionally, it was announced that educational support would also be provided to students studying in private vocational and technical Anatolian high schools opened within and outside Organized Industrial Zones.

These decisions show that significant steps are being taken in Turkey's administrative, judicial, and educational systems.
